Mark Lumley is the Director for Digital & IT for the London Borough of Hounslow. Prior to this he was the Assistant Director, Digital and IT, for a shared service between Royal Borough of Kingston upon Thames and London Borough of Sutton.
Mark’s passion is harnessing the opportunities that technology can provide to enhance the everyday experience of receiving and providing public services. His motivation comes from making a difference and transforming services through digital delivery and he approaches this consistently with energy, drive and positivity.
He has over 20 years’ experience in leading transformational change and smarter working programmes; implementing streamlined, user-centric digital services; and joining up transactional service delivery and end to end process redesign.
He has successfully pioneered change within the Local Authorities to challenge the traditional ways of working in civic buildings from an office desk–based culture to one that explores and leverages the technology available to transition towards a mobile agile working environment.
He has developed and delivers innovative strategies to transform digital platforms where residents and the local business community interact and access services from local authorities. Service design and team culture is an integral part of Mark’s approach to ensure that change is embedded.
Mark represents the council in pan-London, regional and national initiatives to ensure that it helps to shape the technological agenda and takes advantage of other sources of technology funding that may exist.
